How does a toilet cistern actually work?
Every part inside a modern cistern, what each one does, and which complaint each one causes — so a vague fault becomes a named part.

Short answer
Two independent systems share the box. The fill valve lets water in and shuts off when the float rises far enough. The flush valve holds that water back until you operate it, then dumps it into the pan. Between them stands the internal overflow, which sends water into the pan rather than onto the floor if the fill valve fails. Almost every cistern complaint is one of those three.
A cistern looks complicated with the lid off and is not. It contains two things that do not talk to each other: something that lets water in and stops, and something that lets water out and reseals. Everything else is a variation on how those two are operated or adjusted. Once you can name the parts, every toilet fault becomes a specific and usually cheap component. Step by step
- Find the fill valve.It is the assembly connected to the water supply. On a bottom-entry valve, the supply comes up through the base of the cistern and the valve stands on a vertical stem. On a side-entry valve, the supply comes in through the side wall near the top. Both do the same job by the same principle.
- Understand how the fill valve shuts off.A float — a moulded cup riding on the valve stem, or a ball on an arm in older designs — rises with the water. When it reaches its set height it presses a diaphragm against a seat and closes the water off. A small screw or clip on the stem adjusts how high the float has to rise, and therefore the water level in the cistern.
- Find the internal overflow.It is an open pipe standing up inside the cistern, usually formed as part of the flush valve body. Its top is set below the cistern's own rim. If the fill valve fails to shut off, water reaches the overflow's top and pours down it into the pan. That is why a modern toilet with a failed fill valve runs constantly into the pan rather than flooding the bathroom.
- Note where the water level should sit.Roughly twenty millimetres below the top of the internal overflow, and there is usually a moulded fill line on the cistern or on the flush valve marking it. Too low and the flush is weak; too high and it trickles into the overflow permanently and costs you water.
- Find the flush valve.The vertical body sitting on the outlet hole in the base of the cistern, with a large flat seal washer underneath it. When you operate the flush, a flap or a piston lifts and lets the cistern empty into the pan. As the level falls, the flap drops back and reseals against its seat.
- Understand the dual flush.A dual-flush valve has two set-points. The half-flush lets the flap drop back early, giving a reduced volume; the full flush holds it open until the cistern is nearly empty. Both are adjustable on most valves, usually by a sliding float on the valve body.
- Recognise a syphon, if you have one.Older UK cisterns, and any lever-operated cistern of a certain age, use a syphon rather than a flush valve. Operating the lever lifts a diaphragm and starts a syphon that pulls the water over and down. A syphon cannot leak into the pan when at rest — it is physically incapable of it — which is why a syphon toilet that runs constantly is always the fill valve.
- Trace the operating mechanism.A front or side lever connects by a short arm to the flush valve or syphon. A push-button on the lid connects either by a rigid rod or by a flexible cable. Cables and rods come adrift or go out of adjustment, and that is a different fault from anything wrong with the valve itself.
- Map complaints onto parts.Runs constantly into the pan: flush valve seal, or the fill valve not shutting. Fills slowly or whistles: fill valve filter or diaphragm. Weak flush or needs a second flush: water level too low, or the flush valve set-point wrong, or a blocked rim. Water on the floor after a flush: the doughnut washer between cistern and pan.
Questions people ask
Why does my toilet run into the pan rather than overflowing outside?
Because modern cisterns have an internal overflow that discharges into the pan. Older cisterns had an external overflow pipe through the wall, which is why you sometimes see one dripping outside an older house.
Is a syphon better than a flush valve?
A syphon cannot leak at rest, which is a real advantage. A flush valve gives a better dual flush and is easier to replace. Both are fine; syphons are less common in new toilets because dual flush is required for water efficiency in new work.
What is the fill line for?
It marks where the water should sit for the flush the toilet was designed to give. Setting the level below it weakens the flush; above it wastes water into the overflow.
