Why is my hot water only lukewarm?
Warm-but-not-hot water is a different fault from no hot water at all. The checks that separate a control problem from a cylinder problem from a blending problem.

Short answer
Warm rather than hot points at four things: a cylinder thermostat set too low or failed, a heating schedule too short to reach temperature, a failed cylinder coil or immersion, or a thermostatic blending valve that has drifted. Check the thermostat setting and the schedule first — between them they explain most cases and both are free to fix.
There is a real diagnostic difference between no hot water and lukewarm hot water. No hot water means something has stopped: a valve, a control, a boiler. Lukewarm means the system is working but not reaching temperature, which is a much shorter list of causes and one you can mostly work through yourself. Which of them applies depends on whether you have stored water or a combi.

Step by step
- Establish whether the water is stored or instant.On a combi there is no cylinder and no thermostat to check — the boiler's own domestic hot water setting decides the temperature, and lukewarm means either that setting is low or the boiler is struggling. On a cylinder system the answer is almost always at the cylinder.
- Check the cylinder thermostat setting.A small dial strapped to the side of the cylinder, usually about a third of the way up, often hidden under the insulation jacket. It should be set high enough to keep stored water safely above the legionella range while not scalding — the setting your installer used is on the dial. People turn these down to save money and then wonder why the bath is tepid.
- Check how long the hot water is actually scheduled for.A cylinder takes a substantial time to heat from cold — commonly an hour or more. A schedule of thirty minutes, or a boost you keep pressing for twenty minutes, never gets there. Lengthen the heating period and see whether the problem goes.
- Feel the cylinder from top to bottom.After a heating period it should be hot at the top and warm lower down. If only the very top is warm, the coil is barely working or the immersion is only heating its own local zone. If the whole thing is uniformly lukewarm, the heat source is running but not reaching temperature.
- Test the immersion heater separately, if you have one.Switch the boiler hot water off and run the immersion for an hour, then feel the cylinder. If the immersion gets it properly hot, the cylinder is fine and the fault is on the boiler or valve side. If the immersion also leaves it lukewarm, suspect the immersion element or its own stat.
- Check for a blending valve at the outlet.Many modern installations fit a thermostatic mixing valve on the cylinder outlet to stop scalding. If it has scaled up or its cartridge has drifted, the cylinder can be perfectly hot while every tap runs warm. Feel the pipe leaving the cylinder — hot pipe and warm taps points straight at the blender.
- On a combi, check the domestic hot water dial.Combis have two temperature controls, one for heating and one for hot water, and they are easy to confuse. Turn the hot water one up, run a tap for a minute and see if it changes. If it does not respond at all, the diverter valve or the plate heat exchanger may be at fault, which is engineer work.
- Note whether it is worse in winter.On a combi, incoming mains water is much colder in January, and a boiler near the limit of its output produces noticeably cooler water in winter than in summer. Reducing the flow rate at the tap gives the boiler longer to heat it and often solves it entirely.
Tips
- Do not solve lukewarm stored water by leaving it lukewarm and running the taps hotter. Stored water sitting warm for long periods is exactly the condition legionella likes.
- Feel the two pipes at the cylinder coil while the boiler is running for hot water. Both warm means the coil is circulating; one hot and one cold means it is not.
- Cylinder thermostats fail more often than people expect and are inexpensive. If everything else checks out, that is the usual culprit.
- On a combi, do the flow-rate test in winter rather than summer — the fault shows itself when the incoming water is coldest.
If it doesn't work
Hot for the first bath, lukewarm after
Cause: The cylinder is heating properly but is too small for the demand, or the schedule does not reheat between uses — Fix: Add a shorter second heating period rather than one long one, or use the boost before the second bath. A cylinder that is genuinely too small is a replacement decision.
Cylinder pipe is hot but every tap is warm
Cause: A thermostatic blending valve on the cylinder outlet has scaled or failed — Fix: The cartridge is replaceable and the valve is often serviceable. Do not simply remove the valve — it is there to prevent scalds, particularly on unvented systems.
Warm only when the heating is on, cold otherwise
Cause: The hot water schedule is not calling independently, or a motorised valve is only opening for heating — Fix: Check the programmer has a separate hot water schedule set, then check the valve serving the cylinder. On Y-plan a failed mid-position valve produces exactly this.
Combi runs hot then goes lukewarm within a minute
Cause: Scaled plate heat exchanger, or the flow rate through the tap exceeds what the boiler can heat — Fix: Try reducing the flow at the tap first — if that cures it, the boiler is at its limit rather than faulty. If not, a scaled heat exchanger needs an engineer.
Immersion heats it but the boiler does not
Cause: A failed motorised valve, a failed cylinder thermostat calling incorrectly, or a boiler not firing for hot water — Fix: The cylinder itself is proven good, so the fault is in the controls. Worth checking the motorised valve manual lever before calling anyone.

What temperature should the cylinder actually be?

Could the immersion heater be the problem even though I never use it?
Rarely, but a failed immersion in a cylinder can occasionally leak heat away or its thermostat can interfere. More often it is just a useful test tool — it heats the cylinder independently of the boiler and tells you which side the fault is on.
Why is it fine in summer and poor in winter?
Cold incoming mains, more heat lost from pipework, and on a combi a much bigger temperature rise required for the same output. It points at a system near its limit rather than a broken component.
