Why can beef be rare but burgers and chicken cannot?
Surface contamination versus distributed contamination — the single idea that explains every doneness rule in meat cookery, and why colour and juices tell you nothing.

Short answer
Bacteria on a whole muscle live on the outside surface, and searing or roasting destroys them there — so the middle can stay rare. Mincing, rolling, skewering or needling moves that surface into the centre, so the centre must now reach a safe temperature too. Poultry is cooked through because of how heavily and how deeply it is contaminated.
Almost every confusing rule about cooking meat comes from one distinction, and once you have it, you can work out the answer for any cut you are handed rather than memorising a list. The drawing shows what happens to the contaminated surface in each case.

Step by step
- Start with where the bacteria actually are.The inside of a healthy animal's muscle is essentially sterile. Contamination happens at slaughter and during butchery, and it lands on cut surfaces. A whole steak, chop or joint therefore carries its bacterial load on the outside, in a layer a fraction of a millimetre deep.
- See why that makes rare beef reasonable.Searing a steak takes the outside far past any temperature bacteria survive. The middle was never contaminated, so it does not need to reach a safe temperature — it only needs to be the texture you want. This is why a rare steak is not a gamble and a rare burger is.
- See what mincing does.A mincer takes the outside of every piece of meat and distributes it evenly through the whole mass. What was a surface layer is now throughout. The centre of a burger is made of former surfaces, so the centre now has to be cooked. Nothing about the meat changed except its geometry.
- Extend the rule to everything that moves the surface inwards.Sausages, meatballs and kebabs — minced or reformed. Rolled joints — the outer surface is now the middle. Blade or needle-tenderised steak — the blades carried surface organisms in. Meat injected with brine — the needle did the same. All of these must be cooked through, and none of them looks any different from meat that does not.
- Understand why poultry is treated differently again.Campylobacter and salmonella carriage in poultry is high, contamination reaches the cavity and the spaces between skin and muscle, and the infectious dose for campylobacter is very low. The practical consequence is that poultry is cooked thoroughly throughout, whole or jointed, and there is no meaningful home equivalent of a rare chicken breast.
- Understand pork's position honestly.Pork's historic reputation comes from trichinella, which is not a practical risk in commercially reared UK and EU pork. UK official advice remains to cook pork thoroughly with no pink meat. The underlying microbiology is the same surface-contamination picture as beef, which is why many cooks treat an intact whole-muscle pork cut like beef and cook it to around 63°C. Minced pork, sausages, rolled joints and any wild boar are cooked through, without exception.
- Use time and temperature, not a single magic number.Pathogen reduction is a combination of temperature and time held there, not a threshold that flips at one number. Familiar UK reference combinations achieving the same reduction include 60°C for 45 minutes, 65°C for 10 minutes, 70°C for 2 minutes and 75°C for 30 seconds. That is why a slow-cooked piece held at a lower temperature can be as safe as a fast-cooked one taken higher.
- Stop using colour and juices as evidence.Meat colour depends on pH, myoglobin state, whether it was frozen and how old it is. Chicken can run clear juices while under-cooked and can stay pink at the bone at any temperature. There is no relationship you can rely on. A probe in the thickest part is the only evidence, and it costs less than a joint of meat.
Tips
- If you want a rare burger, the only sound route is to buy a whole piece of beef, sear the outside hard, and mince it yourself immediately — or ask a butcher to mince a piece in front of you from a joint they have just seared. Restaurants that serve rare burgers do so under a documented food safety management system, which is not something a home kitchen has.
- A rolled joint from a butcher is the most commonly missed case. It looks like a roasting joint and behaves like mince in this one respect.
- Kebabs and skewers made from cubed meat are borderline — cubing multiplies the surfaces but does not distribute them, so cook them through and do not treat them as steak.
- Freezing does not make meat safe. It stops bacteria multiplying; it does not reliably kill them, and they resume when the meat thaws.
Common mistakes
- Treating a rolled and tied joint like a whole one — Rolling puts the contaminated outer surface in the middle. It needs cooking through, not to rare.
- Judging chicken by whether the juices run clear — Juice colour tracks myoglobin, not temperature. Chicken cooked well past a safe temperature can still run pink, and undercooked chicken can run clear.
- Assuming a supermarket 'tenderised' steak can be served rare — Blade tenderising drives the surface inward mechanically. The label rarely says so prominently, but it changes the cooking rule completely.
- Washing chicken to make it safer — It does nothing to the bacteria and it aerosolises them across the sink, the taps and the worktop. Heat is the only thing that deals with them.
Questions people ask
What temperature should each meat reach?
For whole-muscle beef and lamb, the temperature is a texture choice, not a safety one — anywhere from about 52°C for rare upwards. For poultry, mince, burgers, sausages, kebabs and rolled joints, the centre must reach a safe combination: 75°C measured at the thickest point is the simplest to apply, or 70°C held for two minutes. Whole-muscle pork is safe at around 63°C by the same microbiology, though UK advice is to cook it thoroughly.
Is steak tartare or carpaccio safe then?
Both are made from whole muscle that has been trimmed and prepared to remove the outer surface, and both rely entirely on the quality and handling of that specific piece of meat. They are prepared under controlled conditions in professional kitchens. They are not the same thing as eating supermarket mince raw, which is unsafe.
Does searing a burger seal in the safety?
No. Searing deals with the outside, which was never the problem on a burger — the contamination is distributed through the patty. The centre has to reach a safe temperature in its own right.
