What is the difference between phone storage and iCloud or Google storage?

Short answer
Phone storage is the chip inside the handset, fixed when you bought it and impossible to increase. Cloud storage is a subscription attached to your account. They fill up for different reasons and are fixed in different ways. Buying more cloud storage frees exactly nothing on the phone, and clearing the phone frees nothing in the cloud.
Almost every confused storage conversation comes down to this. Somebody buys a bigger iCloud plan because their phone says it is full, and nothing happens. Somebody deletes half their apps because their backup keeps failing, and the backup still fails. Both are working on the wrong meter.

- Old device backups are the most commonly forgotten occupant of cloud storage. Look for backups named after phones you no longer own.

Can I add storage to a phone?
On iPhones, no. On some Android phones, a microSD card adds storage that can hold media and some app data, but it does not extend the internal storage the system and apps use, and many current models no longer have a slot.
Does the free cloud tier ever cover a normal phone?
The free tiers are smaller than a typical phone's used storage, which is deliberate — they are not sized to hold a phone backup plus a photo library. Most people either pay for a tier or keep their photo library somewhere other than the default service.
Why does my phone say storage full when I have hardly any photos?
