Why does paint keep peeling off my old ceiling in sheets?
Distemper, limewash and other water-soluble old coatings do not bond to modern emulsion. How to identify one, and the two honest routes out.

Short answer
There is almost certainly a soft distemper or limewash under your paint. It dissolves and turns to slurry when it gets wet, so anything you put over it comes off with it. Test by rubbing a wet cloth on a bare patch — if it turns milky, wash the coating off entirely, or seal it with a specialist stabilising primer.
Before emulsion, ceilings and walls in most British houses were finished with soft distemper: chalk and pigment bound with animal glue, or limewash. Both were designed to be washed off and renewed. Neither has any bond to modern paint, and both re-soften as soon as a wet coat goes on. That is why the failure is so characteristic — big sheets come away cleanly with a chalky white layer on the back, often taking several later coats with them.

Step by step
- Test whether it is a soft distemper.Find a patch back to the original coating. Wet it with a sponge, leave it a minute, then rub with a finger or a cloth. Soft distemper turns to a milky white slurry and comes off. Limewash chalks off dry as well. Modern emulsion does neither. This test takes two minutes and decides the whole job.
- Look at the back of the flakes.Turn a piece over. A chalky white powder stuck to the back of an otherwise sound paint film is the diagnostic: the paint held, the coating underneath let go. That is cohesive failure in the old coating, and no amount of better paint solves it.
- Rule out asbestos before disturbing any texture.If the ceiling has a textured or artex-type finish and predates the mid-1980s, do not scrape, sand or drill it. Have a sample tested by a competent laboratory first. This is not a formality — disturbing an asbestos-containing textured coating releases fibres.
- Choose between washing it off and sealing it.Washing off is the thorough answer and is genuinely how it was meant to be removed. Sealing with a specialist stabilising primer designed for distemper is faster and works where the coating is thin, sound and firmly attached — but it is a gamble on a thick or friable coating.
- Wash it off properly if that is the route.Sheet everything. Wet the surface, let the water work, and scrape and sponge the coating off, rinsing repeatedly with clean water until the surface stops going milky. It is a wet, slow, unpleasant job and it is thorough. Let the ceiling dry fully afterwards.
- Seal what remains before painting.Whichever route you take, apply a stabilising solution or the specific sealer recommended for the coating. This binds any residual chalky material and gives the emulsion something solid to bond to. Then mist coat if the plaster underneath is now exposed and porous.
- Expect to make good the plaster.Old lath-and-plaster ceilings frequently lose material during this work. Fill and make good before painting, and if large areas are loose or sagging, the honest answer may be overboarding or a new ceiling rather than more paint.
Tips
- A wallpaper steamer is a fast way to soften a stubborn distemper — but use it sparingly on lath and plaster, which does not enjoy being soaked.
- If a small test area still fails after sealing, do not extrapolate hope. Test on a square metre and leave it a week before committing to a whole ceiling.
- Overboarding an old failed ceiling with plasterboard and skimming it is often cheaper than repeated attempts to make a distempered surface hold paint.
Common mistakes
- Painting over it with a better emulsion — The failure is in the layer below, not in your paint. A tougher film simply comes off in bigger sheets.
- Using PVA to seal it — PVA re-softens with moisture and provides a slip layer rather than a bond. Use a purpose-made stabilising or distemper-sealing primer.
- Scraping a textured ceiling of unknown age — Textured coatings from before the mid-1980s can contain asbestos. Test before disturbing anything.
If it doesn't work

Paint fails only in patches, mostly near the chimney breast or an external wall
Cause: Moisture as well as, or instead of, distemper — Fix: Investigate for a leak, a flue problem or penetrating damp before redecorating. A moisture cause will defeat any sealer.
The surface goes milky whenever it gets wet, even after sealing
Cause: Sealer did not penetrate a thick or friable coating — Fix: Wash the coating off rather than sealing it. On a thick distemper, sealing is not a reliable option.
