Short answer
Roast level changes flavour, not strength. Strength is set by the ratio of coffee to water. Dark roasts taste bolder and more bitter, but if anything contain very slightly less caffeine by weight than light ones.
"Strong" gets used for two different things — how intense the flavour is and how much caffeine is present — and roast level affects those in opposite directions. Separating them makes buying coffee much easier.
