Why is the surface of my concrete dusty and powdery?
Concrete dusting is a thin weak layer at the very top, and the four things that cause it all happened on the day it was poured — plus what can honestly be done about it now.

Short answer
The top few millimetres have too much water and too little cement, so they never developed strength. It is caused by finishing while bleed water was still on the surface, adding water or dry cement during finishing, poor curing, or rain on the fresh surface. It cannot be repaired, but it can be ground off, sealed with a densifier, or covered.
A dusting slab sheds a fine grey powder every time anything moves across it, marks whatever is stored on it, and gets worse rather than better. The important thing to understand is that the rest of the slab is usually fine — this is a defect in a very thin surface layer, caused by that layer having a much higher water content than the concrete underneath it.
Step by step
- Test how deep it goes.Scratch the surface firmly with a coin or a screwdriver. If it powders for a millimetre or two and then hits hard material, it is a thin surface defect. If it keeps crumbling, the problem is deeper and sealing will not fix it.
- Rule out ongoing damp or salt.A floor that keeps producing powder in a damp garage or basement may be efflorescing salts rather than dusting concrete. Salts brush off as white crystals and recur; concrete dust is grey and fine.
- Clean it back properly.Sweep, then vacuum with a proper filter, then vacuum again. Anything applied over loose dust bonds to the dust and lifts off with it. Do not wet-mop it into the surface.
- Apply a densifier or surface hardener.Silicate-based products react chemically with free lime in the concrete to harden the surface layer. Applied by brush, roller or sprayer per the instructions, usually in more than one coat. This is the standard treatment and it works well on a thin defect.
- Grind it if the layer is thicker.A hired concrete grinder or a diamond cup wheel on an angle grinder with extraction takes the weak layer off to sound concrete. This produces very large amounts of silica dust and needs on-tool extraction and an FFP3 mask, without exception.
- Overlay if the surface is beyond treating.A bonded screed or a polymer overlay on a properly prepared, primed surface. This is a real job with real preparation requirements, and it fails completely if put over dust.
- Seal or paint only after treating.Floor paint over a dusting slab peels within months, because it is bonded to a layer that is not bonded to anything. Harden or grind first, then coat.
- Get the next pour right.Wait for the bleed water to go before touching the surface, never add water or dry cement while finishing, cure damp and covered for several days, and protect from rain and sun.
Tips
- A cheap test for whether a sealer will work: put a few drops of water on the swept surface. If it soaks straight in, the surface is porous and a densifier has something to work with.
- Densifiers do not change the appearance much and do not make the floor shiny. Products that do change the appearance are coatings and need proper preparation.
- If the slab is new and dusting badly and it was laid by a contractor, this is a workmanship defect and worth raising before you spend money treating it yourself.
If it doesn't work
Fine grey dust on everything, surface scratches with a coin
Cause: Weak surface layer from finishing over bleed water or adding water while trowelling — Fix: Sweep and vacuum thoroughly, then apply a proprietary concrete floor hardener or lithium silicate densifier, which reacts with the surface to harden it. Two or three applications on a bad floor.
Dusting plus a slightly rough, sandy texture
Cause: Poor curing — the slab dried out before the surface hydrated properly — Fix: A densifier will help. If the layer is thicker, mechanically grind or shot-blast back to sound concrete and then seal or overlay.
Dusting only in patches, worse near the edges or one end
Cause: Uneven finishing or uneven drying, often where sun or wind hit one part of the slab — Fix: Treat the whole floor rather than the patches so the appearance is even, and expect the worst areas to need more coats.
Dust with a pitted, pockmarked surface
Cause: Rain fell on the fresh surface and washed the cement paste out — Fix: The affected layer needs removing mechanically, or covering with a bonded screed or a resin coating over a properly prepared surface.
It dusted immediately and it is an interior floor
Cause: Same causes, but noticed sooner because it is used — Fix: A densifier followed by a floor paint or resin coating gives the most durable result. The surface must be ground and vacuumed first or nothing will bond.
Dusting on a garage floor with tyre marks lifting the surface
Cause: Weak surface plus hot-tyre pickup from a coating applied to unsound concrete — Fix: Grind back to sound material and use a coating rated for vehicle traffic. Painting over a dusting slab always fails.
