Can I refreeze food?
Raw to raw is not safe; raw to cooked to frozen is. The rule is simpler than it appears.

Short answer
Not raw to raw. But you can cook defrosted raw food and then freeze the cooked dish — defrosted mince made into a bolognese and frozen is fine. Cooking is what resets it.
Freezing pauses bacteria rather than killing them, which is the whole basis of the rule. Once you understand that, every case follows from it without needing a list.

Step by step
- Understand what freezing does.It stops bacterial growth; it does not kill bacteria. Anything that multiplied while food was thawed survives refreezing and carries on when it thaws again.
- Do not refreeze raw defrosted meat or fish.The clearest case. Bacteria multiplied during the first thaw, refreezing preserves them, and the second thaw compounds the total.
- Do cook it and freeze the result.Cooking to a safe temperature kills the bacteria, so the cooked dish can be frozen. Defrosted mince into a bolognese, defrosted chicken into a curry — both fine.
- Check whether it fully thawed.Food still containing ice crystals, that never rose above fridge temperature, can generally go back in the freezer. Quality will suffer, safety usually will not.
- Judge by time and temperature, not by the freezer.Two hours above about 8°C is the limit for anything perishable. A freezer that failed briefly and stayed cold is different from one that defrosted for a day.
- Be strictest with high-risk foods.Poultry, mince, fish, shellfish, rice and anything with a sauce. These carry the most risk and deserve the least benefit of the doubt.
- Expect quality loss regardless.Each freeze-thaw cycle damages cell structure. Even where it is safe, twice-frozen food is noticeably worse — watery, softer, less flavourful.
- Freeze in portions to avoid the question.The most practical answer. Portioning before freezing means you never defrost more than you need and never face the decision.
Tips
- Bread, and most baked goods, can be refrozen safely — the risk is much lower and it is mostly a quality question.
- If a freezer fails, check whether the contents still contain ice crystals. That is the key question and it decides most cases.
- Label with the date frozen. Knowing how long something has been through what is most of the judgement.
